Julia was born on October 16, 1956, in Mandan, North Dakota, and passed away on June 10, 2026. Julia attended St. Joseph Grade School in Mandan and graduated from Mandan High School. She later attended Boise State University in Boise, Idaho, where she graduated Magna Cum Laude. Following college, she began her career as an auditor for the state. She was a Certified Public Accountant with Myers Staffer Accounting, where she provided consulting services to the state's Medicaid agency clients.

Julia is survived by her husband, Donald Burgess of Albuquerque; her son, Jeremy Anderst, and his wife, Lori; and her grandsons, Wyatt and Bryant, all of Denver. She is also survived by Pete Finck and his wife, Nancy; Elmer Finck and his wife, LaVonne, of Hays, Kansas; John Finck and his wife, Theresa; Gladys Mahoney of Buffalo, New York; and her sister-in-law, Gloria Finck.

Julia was preceded in death by her brothers, Glenn Jr. and John-Thomas, and by her parents, Glenn and Monica, of North Dakota.
