Carl Rae Allen, resident of Bosque Farms since 1976, passed away at the age of 97 on November 8, 2023. He was preceded in death by his wife of 61 ½ years, Darlena Mae (Foste), his son Carl Richard Allen, his mother Rosa Mae Campbell, father John R. Allen, brother JR Allen. Who died in the Pacific while serving in the Navy during WWII, his close aunt Helen Morgan Stump of Truth or Consequences, and stepfather Blythe Campbell, a veteran of WWII who received the Bronze Star twice.

Carl is survived by his three daughters, Jackie (JD) Rayburn of Los Lunas, Susan (Jamie) Gibson of Ruidoso, and Pamela (John) Miller of Farmington, nine grandchildren, 19 great-grandchildren, and four great-great-grandchildren.

Carl was born in San Angelo, TX on July 11, 1926, and moved to Hobbs, NM named for his great-grandmother Fannie Hobbs at the age of two. At the age of four Carl moved to Hot Springs (now Truth or Consequences). Carl served in the Navy in WWII and later graduated from New Mexico State University in 1950 with a degree in Business.

Carl was employed in the insurance business in California for two years. He then transferred to Albuquerque and spent 17 years in the insurance field as co-owner of six field offices. Carl also served as Bernalillo County Manager from 1966-1972, establishing the 18 acres on Broadway for the Maintenance Department, helped with the construction of the Mental Hospital, and obtained two water grants from the Nixon Administration for the North and South Valleys of Albuquerque.

Carl later served as Mayor of the Village of Bosque Farms for 16 years from 1984-2000. As mayor Carl obtained grants for a Water and Sewer System and participated in the planning, designing, construction, and making it operational. During this time Carl spent three years as chairman of the Middle Rio Grande Council of Governments.

A Visitation will be held on Tuesday, November 14, 2023, from 5:00-7:00 pm at FRENCH-University. A Funeral Services will be held on Wednesday, November 15, 2023, 2:00 p.m. at FRENCH- University with a interment to Follow at Sunset Memorial Park Cemetery. Afterwards, a reception will be a Bosque Farms Community Center on the North Bosque Loop in Bosque Farms.
